• Open the file in Google Drive.
• Click "Share" in the upper right-hand corner of the screen. That will open the sharing popup.
• Click the "cog" icon in the right-hand corner of the sharing popup to open the settings.
• Make sure the box reading "Viewers and commenters can see the option to download, print, and copy" is checked.
• Click the left arrow to go back to the sharing popup.
